Abstract (Rezumat în limba engleză): In this article we approach the way in which communities can prosper and develop through their people's personal development and increasing participation in a variety of types of active relationships that transcend the familiar relationships of the type everyone knows everyone and everybody helps everybody. We argue in favour of the dominant conception according to which the community resides in those particular human relationships that represent the basis of organizational and institutional partnerships that contribute to the establishment of strong community networks, and, implicitly, to the construction of social capital. Based on this, we demonstrate that school-family-community partnerships transform schools into centers of community life, thus illustrating democracy in action in order to solve local problems.

Abstract (Rezumat în limba engleză): The article analyses the opinions of the citizens in the Republic of Moldova regarding democracy as a political principle and as it is implemented in the particular social context of the Republic. The article is based on empirical data from opinion polls that have taken place in the period 2001-2004. Data indicate low levels of satisfaction and value internalization regarding the political regime in the Republic of Moldova. Almost half of the population believes that nothing has improved in the last 10-15 years, and 45% of the respondents of one survey did not know how to define democracy. The author comes to the conclusion that the population has ceased trusting the democratic political parties, and people have become nostalgic about the former socialist regime. Nevertheless, there is a reason for optimism in the proportion of around 40% of the citizens that still hope that the Republic of Moldova will become a democracy.
