The right to education in the Transnistrean area of the Republic of Moldova and the attitude of the international community

Abstract (Rezumat în limba engleză): This paper tries to clarify the issues related to the right to education in the so-called Transnistrian Moldavian Republic (TMR) and will prove the seriousness of its systematic violation. Clarifying the TMR policies towards Romanian children those children that prefer using the Latin alphabet instead of the Cyrillic one, such as the Moldavians do is a complicated matter, deepened by the separatist authorities through their denying the charge of any violation of the education right. The authors argue that the violation of the human rights by unrecognized Government of the TMR, including the right to education, should concern not only the states confronted with separatism, but the entire international community.

Land leasing in Romania: exploitation or the effect of dysfunctional markets?

Abstract (Rezumat în limba engleză): The article aimed at investigating the extension of sharecropping within the Romanian agrarian landscape today and to make the phenomenon intelligible with reference to the theories designed for this topic. Sharecropping does not have a consensual theoretical framing in peasant studies. Marxist peasant studies see sharecropping as a way of extracting surplus by landowners from dependent peasants, usually in phases of transition from social arrangements based on class exploitation to capitalism. Classical economics, while questioning the economic feasibility of sharecropping relationships, consider the phenomenon as a reaction to non-functioning markets. Romanian survey data show that sharecropping is rather unusual but constitutes the bulk of land transfer arrangements. The vast majority of land leasing cases or farmers associations can be considered actually variants of sharecropping. Moreover, the data support the idea that sharecropping is mutual help, cooperative, at the rural level. Empirical evidence does not support the hypothesis that sharecropping is exploitive though the data related to this subject are inconclusive.

Abstract (Rezumat în limba engleză): In this paper we argue that leisure can play a function of cultural modernization in the post-socialist Eastern Europe through the processes of rationalization induced to the interpretative and actional schemes of the social actors. We will illustrate this thesis with an analysis of the rationalization processes of the social representation of the „distracție”, a Romanian word which designates having fun, among the students in Cluj-Napoca, Romania. The role of local public administration in providing social welfare

Abstract (Rezumat în limba engleză): The beginning of the 90s represents the option of Romanian Government for a welfare state based on decentralization of social services delivery. This options lead to a change of relationships between public administration and citizens and to a re-evaluation of the role of local government. From this perspective, this article analyzes the role of local government in social services delivery. It approaches aspects like legislation, local government's relationships with central authorities, methods of local budget constitution, local authorities responsibilities in social services delivery.
