Military values - reources for the NATO integration process

Abstract (Rezumat în limba engleză): The Euro-Atlantic integration represents Romania's main political and social goal. Should this step be a successful institutionalization or should it determine a reactualization of the traditional metaphor of "structures without content"? The study the author has proposed regarding the military personnel's standards, as a socio-professional group, which is directly involved into the integration process, offers us an optimistic answer to this question According to his analysis, "the military's system of values is mainly oriented toward transparency, modernity and change", being compatible with the armed forces reform project. This system of values will be an important resource to be used in the armed forces restructuring process and Romanian society as well. The author argues that the system of values of the Romanian military personnel will represent a valuable institutional asset, that have to be taken into account into the process of Romanian integration in the Euro-Atlantic structures.

Mechanism and problems of reallocation of public money

Abstract (Rezumat în limba engleză): The paper proposes and develops a sociological approach on the budget as mechanism for public money allocation, with a special reference to present day Romania. Budget building is seen as a political power phenomenon as „ media show" during the public debate on the budget and, especially as a development mechanism at national, regional and local level. The relation between budget and politicians is considered from the point of view of the traps and dilemmas the politicians have to face during the budget design and approval process. Major transformations in the budgeting practice in the last years Romania are presented, with special description on budgeting by programs and administrative decentralization Major public controversies of public space as those referring to solidarity and equity principles in regional policy are addressed with financial and institutional arguments.

Abstract (Rezumat în limba engleză): The study refers to the methods and strategies that people use in the process of finding a job in Roşiorii de Vede, a city in which one's opportunities to get a job are drastically reduced by the poor state of economic context. In order to get more and of a better quality information about the job offers, a person needs relations, in a sociological language, network capital. Family, friends and other acquaintances represent, in Roşiori a successful alternative given the fact that the other methods and strategies prove to be inefficient or at best they have a limited efficiency.

How to get in a poor village - the sociological route

Abstract (Rezumat în limba engleză): The paper is devoted to a comparative analysis of two scales for measuring poverty at village level. The discussion is focused on the grid for poverty measurement in the practice of Romanian Social Development Fund to target poverty alleviation. The analysis points out to the fact that, in the last three years the grid functioned effectively to identification of poor villages and implicitly to the implementation of poverty alleviation at community level. The kind of poverty targeted by the grid is particularly associated with distance items (village location versus commune center, versus nearest town, modernized roads, county chef-lieu etc). The study assess the grid from the point of view of measuring village poverty in different geographical areas. Comparing grid measurement of village poverty with another measure based on estimations of different types of capital (human, social, material, vital, cultural) results that the RSDF tool is has a rather poor ability to cope with difference in poverty associated with mountain-plain differences. The final part of the paper makes clear the relations among household poverty, rural community poverty and physical environment. The causal profile for different types of consumptions at the household level are showed to be significantly different and with consequences for development policies.

The Association of the Orchadists of Dambovita: social capital and rational choice in collective action

Abstract (Rezumat în limba engleză): The study proposes a theoretic model for explaining collective action, using as a starling point the theories of rational choice and of social capital. The model was tested using structural analysis for a case study of the Association of the Orchardists of Dâmboviţa. The case is interesting not only because it represents an exceptional occurrence in our country (that of a professional association in the rural area), but also because it offers a model for the development of other regions of the Romanian rural area.
